Infopath Forms Template Limitations

I'm trying to create a form template from a paper form. After the first page
or so, any formatting is lost after saving and reopening the program. Are
there any limitations in Infopath that might be causing it to only save the
top half of the form and to lose the formatting in the bottom half. I have
been creating each section as a new table embedded in a larger table. Ideas
on how to keep the formating and prevent controls from rearranging themselves?
